Solana om klimat och säkerhetspolitik

"European governments have been told to plan for an era of conflict over energy resources, with global warming likely to trigger a dangerous contest between Russia and the west for the vast mineral riches of the Arctic.

A report from the EU's top two foreign policy officials to the 27 heads of government gathering in Brussels for a summit this week warns that "significant potential conflicts" are likely in the decades ahead as a result of "intensified competition over access to, and control over, energy resources".

"Europe needs to brace itself for a new wave of migration with a very different cause - global warming. The ravages already being inflicted on parts of the developing world by climate change are engendering a new type of refugee, the "environmental migrant". Within a decade "there will be millions of environmental migrants, with climate change as one of the major drivers of this phenomenon," predict Javier Solana and Benita Ferrero-Waldner, the EU's chief foreign policy coordinator and the European commissioner for external relations. "Europe must expect substantially increased migratory pressure."
